Are All The Pieces Of Your Crime Reduction Strategy Working Together?
Apex Radio Systems is preparing to exhibit at the British BIDs National Conference 2026. We’re exploring how better communication, intelligence and partnership working can help Business Improvement Districts create safer, more connected communities.
For Business Improvement Districts (BIDs), creating a safe and welcoming environment is an important part of supporting local businesses, encouraging visitors and strengthening town and city centres.
But managing crime and antisocial behaviour is rarely straightforward.
Retail theft, repeat offending, aggressive behaviour and incidents affecting staff can involve multiple businesses, security teams, CCTV operators, local authorities and police.
Many BIDs already have measures in place to address these challenges. Radio schemes, incident reporting platforms, CCTV networks and local crime reduction partnerships all play valuable roles.
The question is: are these different elements working together as effectively as they could?
At Apex Radio Systems, we believe there is an opportunity to build on existing arrangements. Bringing together the right communication tools, intelligence and specialist expertise to support a more coordinated approach to community safety.
The challenge: Good individual services don’t always create a joined-up approach
Consider a typical town centre – A retailer experiences an incident involving an aggressive individual. The store alerts nearby businesses using its radio network, allowing others to remain vigilant.
But what happens next?
Is the incident recorded? Can authorised partners identify whether similar incidents have occurred elsewhere? Is relevant information reaching the organisations best placed to respond?
A radio network can provide immediate communication. But it cannot deliver every part of a crime reduction strategy on its own.
Equally, an incident reporting platform is only useful when people know how to use it. This includes understanding what information to record and have appropriate processes for acting on that information.
Effective community safety depends not only on the tools available, but on how people and organisations use them together.
For BIDs, this creates an opportunity to review existing arrangements, identify any gaps and consider where additional support could make a practical difference.
Five areas that contribute to a stronger crime reduction strategy
Through our experience supporting ShopWatch and PubWatch schemes, alongside our work with specialist partners, Apex is developing a broader approach built around five complementary areas.
1. COMMUNICATE — Keeping people connected
Reliable communication remains an essential part of many successful crime reduction schemes.
Two-way radio networks and cellular push-to-talk solutions allow participating businesses, security personnel and other authorised users to share relevant information quickly.
Whether establishing a new scheme or reviewing an existing network, the priority should be ensuring the communication solution suits the area’s geography, participating organisations and operational requirements.
2. REPORT — Turning incidents into useful information
An incident that isn’t recorded may be difficult to analyse or follow up.
Structured incident reporting can help participating organisations capture relevant details, maintain appropriate records and support the sharing of information through agreed processes.
The important questions are whether reporting is straightforward for users, whether information is recorded consistently and whether the resulting data is being put to good use.
3. IDENTIFY — Understanding patterns and repeat offending
Individual incidents can sometimes reveal wider patterns when information is reviewed collectively.
Appropriate intelligence analysis can help authorised partners recognise recurring issues, understand patterns of offending and identify where further attention may be needed.
This requires clear governance, appropriate access controls and lawful information-sharing arrangements. The aim is to turn relevant information into a better understanding of the challenges affecting an area.
4. RESPOND — Supporting coordinated action
Timely information can help the right organisations make informed decisions.
Depending on a scheme’s arrangements, that might involve alerting neighbouring businesses, supporting security teams or providing relevant information to police and other authorised partners.
Clear responsibilities and agreed procedures are just as important as the technology itself.
5. COLLABORATE — Bringing the right organisations together
Crime reduction is rarely the responsibility of one organisation.
BIDs, retailers, hospitality venues, security providers, local authorities and police may all contribute to creating safer places.
Effective collaboration means establishing clear expectations, encouraging participation and ensuring that the different parts of a scheme support shared objectives.
You don’t need to start again
One of the most important messages we’re taking to this year’s British BIDs Conference is that improving a crime reduction strategy doesn’t necessarily mean replacing what’s already working.
A BID may have an effective radio network but want to improve how incidents are reported.
Another may already have communication and reporting systems in place but need specialist support with intelligence processes or partnership governance.
Others may be developing a scheme for the first time and want guidance on establishing the right foundations.
There is no single model that will suit every area.
At Apex, our approach is to understand each customer’s existing arrangements, operational challenges and priorities before recommending appropriate services.
Whether a BID needs support in one area or across all five, the solution should be shaped around its requirements — not the other way around.
Combining technology, intelligence and specialist expertise
For more than 35 years, Apex Radio Systems has supported organisations with communication solutions designed around their operational needs.
Our work with BIDs and crime reduction partnerships has reinforced the importance of reliable communication, but also highlighted the wider considerations involved in managing effective schemes.
Working alongside UK Partners Against Crime (UKPAC) and SentrySIS Apex is bringing together complementary expertise across frontline communication, incident reporting, intelligence and partnership working.
By combining these capabilities, we can explore how existing arrangements could be strengthened and where additional services may support a BID’s wider crime reduction objectives.
This isn’t about introducing unnecessary systems or replacing established partnerships. It’s about understanding what’s already in place and identifying opportunities to make the different elements work more effectively together.
Our focus is straightforward:
Connecting people, intelligence and technology for safer places.
Meet Apex at the British BIDs National Conference 2026
We’re pleased to be exhibiting at the British BIDs National Conference on Wednesday 4 November 2026, at 30 Euston Square, London.
This year’s conference, BIDs & Our Places – Shaping The Next Era, provides an opportunity for BID professionals to discuss the challenges, opportunities and changing priorities affecting their places.
We’ll be there to meet BID representatives, share our experience of supporting communication schemes and introduce our wider approach to crime reduction and community safety.
If you’re attending, we’d welcome the opportunity to hear about your existing arrangements and the challenges you’re looking to address.
